Upper blade only. Fits the 2100 series Marsh gummed tape dispensers.
We recommend replacing both shears at the same time. To keep the blades cutting, make sure to keep the movable blade clean and lightly oiled. If you see any build-up of gummy material, remove with a window type scraper blade.
