The function of this part is to keep the oilboard from getting stuck in the punches when cutting stencils with the Marsh Stencil machine.
The proper adjustment is to make sure the prongs do not hit the underside of the punches as well as high enough to allow about 2 or 3 sheets of oilboard to slide past.
